Asbestos, HazMat and Mold Inspection and Abatement, and Demolition Oversight

Refinery Sites

Rouseville and Reno, Pennsylvania

The CP Environmental Group (CPEG) team provided hazmat survey, asbestos inspection, asbestos abatement management and demolition oversight services at a refinery formerly operated by Calumet Lubricants.  Additionally, CPEG provides asbestos management at the Calumet Lubricants Reno Packaging Plant which was associated with the former refinery.  The CPEG team’s involvement in these sites has included the following tasks:

CPEG performed asbestos surveys in accordance with the United States Environmental Protection Agency (U.S. EPA) National Emission Standards for Hazardous Air Pollutants (NESHAP) requirements of site buildings and process equipment (i.e. piping, tanks, etc.) during Phase I of this project, along with contracting for emergency abatement of poor condition asbestos.  In addition, CPEG performed a Hazardous Material (HazMat) Screening Survey prior to demolition activities.  Materials identified included; polychlorinated biphenyl (PCB) containing fluorescent light ballasts, PCB containing electrical transformers, fluorescent lighting tubes, mercury switches and lead based paint.  CPEG then prepared a summary report of the type and location of remaining asbestos containing materials within the refinery and provided a hazard assessment ranking.  Additionally, CPEG coordinated the removal and proper disposal of the materials identified in the HazMat survey.  CPEG was also tasked to perform a Mold Assessment within the former Calumet Lubricants office building and provided project management and oversight during the subsequent mold abatement activities.

CPEG personnel conducted project management and oversight during the removal of various types of asbestos containing materials including; pipe insulation, steam line gaskets, transite siding, galbestos siding, floor tile, roof tar and window caulking.  CPEG also performed air monitoring of workers during abatement activities.  Air monitoring included background, personal, perimeter and clearance sampling.

The CPEG project manager coordinated the demolition and abatement activities to be performed concurrently.  This effort included developing a phasing and sequencing schedule for the project to ensure worker safety and to avoid interference between contractors working on the site.  CPEG also performed additional asbestos inspections on an emergency basis as hidden suspect materials were exposed during demolition activities.

Project work was performed over the course of two years, with CPEG having direct oversight of up to 25 abatement workers on site for the duration of the project.  Cost savings were realized by having CPEG technicians trained in both hazmat/asbestos inspection and air monitoring.   Zero lost time accidents were recorded during completion of this project.
